I'm not sure where what I wrote is contradictory to what you quoted. I simplified the 6 page ordinance by stating "If it persists". Thanks for being vigilant.

Er, no you can't call in a complaint.

Read the ordnance: http://clkrep.lacity.org/onlinedocs/2011/11-0922_ord_181930.pdf

See section 53.63(a)(2):

"Complaints to the Department must be submitted in writing, and shall include the name, address and telephone number of the complainant(s) as well as the address of the dog owner and a description of the noise."

After one written complaint, the Department is not required to hold a hearing unless, within 15 days of the first complaint, two more complaints are received. Of the two additional, one must be from another residence.

It has caused a lot of complaints in the residentical areas which closed to the food trucks main location. People left trash and garbage on the way to their car which they parked in the residential areas. Every Wednesday and Friday nights are nightmare for the residents in the areas. Not only that you smell the oily and smoky air which came from the food truck, but also increasing added noise from the street performances( loud bands). It might bring peole who live far away entertainment but it is horrible to experience the pleasant neighborhood raptly became a night market. We are also concern that food truck attracts people from variety of neighborhood people which might bring more crime. We deeply hope that city of Granada hills will help residents to bright back the quality life which completely damaged by the appeared food truck 6 months ago. Food truck should gather in the parking lots or shopping business districts which away from the residential areas.

The documentary has attracted out of town visitors to come experience this unique phenomenon. One friend from Philadelphia came out and took a photo of the scene and a number of trucks. He as very impressed by the variety of cuisine and the "community" feeling of the night. He's hoping that something similar can happen out in Philly (weather permitting).

After seeing how political forces can absolutely squash small business efforts, I can only hope we don't let that same bureaucratic mentality ruin what could be a new fusion of mobile and stationary businesses that create a family friendly destination.

Having said that, there is something to think about taking those 3 blocks of Chatsworth and blocking them to vehicle traffic on Friday from 5:00 p.m. to 10:30 p.m. and instituting a vendor fee (instead of the parking ticket fee) for food trucks and other vendors. Businesses located along those 3 blocks could be given a vending table spot at no charge which they can use to set up their own wares, or sell to another business or donate to a non-profit organization.

This would eliminate the jay-walking and traffic near misses, the "brick and mortar" businesses can compete on a level playing field, it would generate an ENORMOUS amount of food traffic in that commercial section as well as a tidy amount of fee income which could be reinvested in the local community as well as fund trash clean up efforts and promote recycling bins which would generate more revenue from the CRV's on the cans and bottles.
